 "Contrary to expectations, urban renewal in Israel is not gaining the necessary momentum these days. As in many areas, the war caught the State of Israel unprepared in the field of urban renewal as well. This is in addition to the already lengthy processes that take many years. We have come to realize that even during wartime, we developers encounter unnecessary bureaucracy

Many in the process have not yet internalized that beyond the improvement of the property, the plan saves lives. Most of the obstacles are mainly in the local authorities. We encounter them daily, dealing with minor details and not the main issues, with a lack of willingness/ability to advance plans. This is while apartment owners throughout the country are being targeted by missiles on a daily basis. Everyone needs to understand that this is a matter of life and death. With the outbreak of the war, we receive calls from residents of the complexes expressing fear and concern due to the fact that the buildings they live in do not have bomb shelters and have no ability to withstand even shrapnel from interceptions

As is known, urban renewal is also protection against earthquakes, but it is mainly protection against a war involving the home front. Their concern and fear are real, and the apartment owners are urging to move forward with the projects. We, the developers, are doing everything required to move forward, but in some of the local authorities, the interests are conflicting. The processes of preparing a plan in the committees are very long, to the point of despair for the apartment owners and some of the developers

Out of a desire to advance plans, many development and contracting companies have returned to full activity in their offices. Our main difficulty is also a high and difficult interest rate environment and, as mentioned, a revolutionary framework of some of the local authorities that are exploiting the difficult times to delay the advancement of planning and project economics. In these times, it is imperative to ease the burden on entrepreneurship and create planning and economic engines that will drive the industry forward the day after the war, and the sooner the better
